Neil Leibman, an original member of the ownership group that purchased the Rangers in August 2010, was appointed Chief Operating Officer in April 2018. Leibman, who serves on the team’s Board of Directors and Chairman of the Texas Rangers Ownership Committee and Texas Rangers Baseball Foundation, oversees all of the club’s revenue and business operations areas.

A long-time owner of several Minor League Baseball teams, Leibman played a major role in the Rangers’ transfer and purchase of the Down East Wood Ducks of the Carolina League in August 2016 and the franchise’s purchase of the South Atlantic League’s Hickory Crawdads in October 2017. He serves as CEO of Kinston Baseball LLC and President of Hickory Baseball Inc. Neil also served as the CEO of Boise Baseball LLC, a single A Minor League Chicago Cub affiliate, and Co-Managing Partner Mobile Bay Bears Baseball LLC, a AA affiliate of the Arizona Diamondbacks.

Neil Leibman is currently CEO of Summer Energy Inc. (NASDAQ: SUME) a retail electricity provider serving the Texas residential and commercial markets. Prior to Summer Energy, Mr. Leibman was Chairman and CEO of Aspen Pipeline LP I and II, a private equity firm (Energy Spectrum of Dallas) backed limited partnership, which owns and operates gas gathering systems, and transportation pipeline. In addition, Mr. Leibman was Former CEO of GEXA Corp., a Houston based retail electricity provider, which he founded and sold to FPL Group, Inc. (NYSE:FPL) in June of 2005. He then assisted in the transition as President of the combined entity. Prior to founding GEXA Corp., he practiced law in a partnership of Leibman & Oesch, LLP. Upon graduation from law school, Mr. Leibman started his career as an attorney for Exxon Company USA.

Mr. Leibman offices in both Houston and Dallas but resides in Houston with his wife Amy and their three children. He attended Emory University in Atlanta Georgia where he received his BA and attended State University of New York School of Law and Business and simultaneously obtained a Law degree and Masters of Business Administration where he graduated with Honors. Mr. Leibman serves on numerous school boards and charitable organizations and is a member of Major League Baseball’s Diversity and International Committees on an ownership level.
